Indonesian top-ups come with a pair of local terms worth learning first: pulsa is general airtime balance, and paket data is a data package. They sit next to each other at similar prices, do quite different things, and generally cannot be swapped once bought.
When Bitrefill's Indonesia refill page was checked on 9 September 2026, the operators visible included Telkomsel, XL, Indosat IM3, 3, Axis and SmartFren, with Prepaid phones and Data separated as categories. Coverage changes; use the page as it stands when you order.
No Indonesian number has been tested with a real top-up here.
Key points
- Telkomsel, XL, Indosat IM3, 3, Axis and SmartFren all appeared as entries
- Pulsa is general balance; paket data is a fixed entitlement, and they do not interchange
- Axis, XL and Indosat IM3 are separate entries — an easy pair to confuse
- Go by the operator the handset shows, not by number range
- Confirm arrival on the operator's side, not from the order status
Operators listed on the day it was checked
The table records the Indonesian operators visible on the page that day. This is a page observation, not a guarantee of availability.
| Operator | How it appeared | Worth noting |
|---|---|---|
| Telkomsel | Listed as its own entry | Among the largest operators by subscribers |
| XL | Listed as its own entry | Listed apart from Axis |
| Indosat IM3 | Listed as its own entry | Select the full name as shown |
| 3 | Listed as its own entry | Commonly written locally as Tri |
| Axis | Listed as its own entry | Do not confuse with XL |
| SmartFren | Listed as its own entry | Confirm against the handset |
Pulsa and paket data
Pulsa is priced in currency and works as general balance: calls, texts, and usually buying data plans from the operator's own app. Paket data is priced in an allowance or a number of days, is internet only, and typically expires without converting back into balance.
The quickest test is the unit of measure: money means pulsa, gigabytes or days means a data package. When topping up for someone and you cannot get a clear answer, pulsa is safer — it leaves the choice with them.
Names that get mixed up
XL and Axis appear as two separate entries, and Indosat IM3's full name differs from the short form people use. These are the ones most often selected from memory and got wrong.
The only reliable basis is the operator name shown on the owner's handset. Indonesia also has number portability, so ranges do not indicate the operator, and a top-up sent to the wrong one is normally not refunded.
Confirm these before ordering
Working through the list prevents most failed orders.
- The country is set to Indonesia and the country code (+62) is not entered twice.
- Whether the local number's leading zero should be dropped.
- The operator matches the handset exactly, with XL and Axis kept apart.
- Whether you are buying pulsa or paket data.
- The denomination's currency against your payment asset.
- The payment networks the checkout lists right now.
Confirming arrival and handling failure
"Completed" usually means the instruction was submitted. Confirm the balance or data allowance on the number using the operator's own method or its official app.
Once confirmed missing, submit the order number, number, time and payment record through the platform's official channel, and do not reorder. Successfully delivered products are generally not refunded; undelivered orders follow the platform's refund policy.
Frequently asked questions
Can pulsa be turned into data?
Usually yes: buy a data package from the operator's own app or code menu, paid from the balance. The reverse generally does not work — a data package does not convert back into pulsa.
What happens if I pick Axis instead of XL?
They are separate entries on the refill page, so it will normally fail or route down the wrong channel, and it is generally not refunded. Go by the name shown on the handset.
How long does the top-up take?
No delivery time is claimed here and no real top-up has been tested. Use the platform's own statement and confirm on the number.
