Being able to buy a card and being able to redeem it are separate questions. Check the account region, wallet currency and delivery form first.
Gaming cards involve two independent notions of region: whether the seller will sell to you, and whether your game account can redeem the card. Clearing the first says nothing about the second.
A code that fails to redeem is usually non-refundable, so check the account region first and pick the product second. For platform rules see checking the region on Google Play gift cards and matching currency on Steam wallet codes.
